What I do:
1) Create a new file, with a small canvas (100x100) for the pattern
2) Add the image you want to repeat
3) Edit -> Define Pattern

4) Create a new file, with the canvas size you want (1080x720)
5) Layer -> New fill Layer with Pattern
6) Select the pattern

And that's all. That's what I do. I don't know if there is other method
